I tested on my own Skype for Business 2016 client first. I have tested this on a few mailboxes and then applied it to the whole environment once I was happy that all worked fine. I did get some instructions to set the Conversation History to be forced on and the options to change the settings greyed out. We have Plan 1, so it isn't available for my users. The downside to this is that you need an office 365 license that has Exchange online Plan 2. This would allow for all content flowing through Office 365 to be held server side. The first option was to place the user mailbox on In-Place Hold. I have spoken to a helpful chappie from Microsoft today who has given me some options.
